Personal Directors Council

The Personal Directors Council is an advisory body of the PKPP Lewiatan in matters concerning labour relations and social dialogue. The Council constitutes a forum where experts prepare opinions on draft legal acts and other documents, explain legal doubts, interpret legal rules, share experiences and problems, formulate proposals for changes. The Council meets with representatives of authorities and organises trainings in the field of broadly defined labour relations. |

I. The Personal Directors Council
1. The Personal Directors Council is an advisory body of the Board and President of the Polish Confederation of Private Employers Lewiatan in matters relating to labour relations and social dialogue.
2. The Council consists of the representatives of the PKPP Lewiatan member companies – directors, managers and consultants responsible for personal issues.
3. Membership in the Council is voluntary.
4. The initiative to establish the PKPP Lewiatan Personal Directors Council resulted from the need of a broader integration of business circles in the field of labour relations.
II. Aims of the PKPP Lewiatan Personal Directors Council
In the light of new challenges, opportunities and threats resulting from the Poland’s membership in the European Union, controversial government amendments in the labour law and the necessity to intensify actions to improve conditions for the activity of economic operators, it was deemed necessary to organise regular meetings in order to take common initiatives, exchange information, knowledge, opinions and experiences among persons active in the field of human resources management. It was assumed that regular informing and consultations between the PKPP Lewiatan experts and those responsible for the personal policy in the top Polish companies will reinforce cooperation with the Confederation members in the field of labour relations. Therefore an active participation in giving opinions on draft legal acts, as well as taking different legislative initiatives, will be possible. Particular attention should be drawn to the possibility of establishing closer relationships with representatives of different institutions and public administration bodies, as well as trade unions, who will be invited to take part in the Council meetings.
Detailed aims:
1. Mutual learning of personal directors and managers of the biggest companies associated in the PKPP Lewiatan.
2. Exchange of information, knowledge, views and experiences between those involved in the human resources management.
3. Practical support of the Expert Department activities in the field of:
- legislation – giving opinions on legal acts relating to the labour law combined with preparation of Regulation Impact Assessments from the point of view of their influence on the companies’ human resources departments and personal policies,
- monitoring results of adjusting the Polish labour law to the EU legislation (legislative process, RIA of new legal acts),
- consultations (developing model programmes, activity instructions, bye-laws) for associated companies,
- submitting proposals concerning legislation amendments.
4. Making use of motions and remarks submitted by the Council members in planning strategic and current activities as well as in initiatives within the framework of Tripartite Commission for Social and Economic Affairs, Supervisory Board of the Social Insurance Institution, the Polish Agency for Enterprise Development and PFRON, Chief Employment Council, Labour Protection Council and other opinion and advisory bodies in which PKPP Lewiatan is represented.
5. Making use of motions and remarks submitted by the Council members in consulting the EU legal acts within the framework of the PKPP Lewiatan membership in the UNICE.
III. Method of appointing the PKPP Lewiatan Personal Director Council
1. Between April and May 2004 letters were sent to presidents of the member companies and industry associations inviting them to take part in the Council works.
2. After submitting declaration of cooperation by interested member companies, individual phone calls were made to the proposed representatives in order to explain in detail aims and tasks of the Council. |
