The Labour Market Council is a consultative and advisory body to the Management and the President, dealing with matters related to the labour market. The Council is composed of representatives of the Confederation member companies and unions, PKPP Lewiatan members representing the Supreme Employment Council and Provincial Employment Councils, PKPP Lewiatan experts and external experts.
The Council objectives
The initiative to establish the Labour Market Council was based on the conviction that entrepreneurs, having significant influence on the level of employment and rate of development of the Polish economy, should have a considerably stronger impact on shaping the labour market in Poland.
The objective of the Council is to propose and persuade to make changes aiming at improving the Polish labour market and raising the level of employment. These objectives are strictly linked with enterprises’ objectives. Without a large increase in employment, in particular by means of reduction of professional inactivity, it is impossible to lower fiscal redistribution, e.g. decrease the tax burden hindering the establishment and expansion of enterprises and the economy in general. More flexible labour market is a prerequisite for companies to restructure and become more competitive. Better adjustments are necessary within the labour market; otherwise economic entities are confronted with employment barriers.
The assessment of the entrepreneurs’ community is consistent with assessments of many other bodies, including international ones (EC, OECD): Polish labour market functions inefficiently and requires reform, along with its environment.
Owing to the Council works PKPP Lewiatan and its associated entrepreneurs should obtain information on the Council consultation position and obtain the basis to initiate changes in the regulatory system of the labour market and its related areas (migration, education) as well as allocation of relevant public funds.
Initially, the Council will be divided into three working teams, their respective scopes of responsibility being professional activation, migration and education, including lifelong learning. New teams will be formed according to needs identified at Council plenary meetings.
Council plenary meetings will be held several times a year. During the meetings Council members will be informed on the progress made by the working teams, current legislative works related to the labour market, as well as expertise and research that might influence the agenda of Council proceedings. The Council plenary meetings will also include diagnoses of the areas analysed by the working teams and general or specific recommendations concerning PKPP Lewiatan actions in matters related to the labour market.
